Missouri Graduated Driver License Law

In Missouri, first-time drivers between the ages of 15 and 18 must complete a period of driving with a licensed driver (Instruction Permit) and restricted driving (Intermediate License) before the Missouri Department of Revenue will issue you a full driver license.

First Step: Instruction Permit

When you are 15 years old, you are eligible to take the first step in the Missouri Graduated Driver License Law, which is to obtain an Instruction Permit. This permit is valid for 12 months. To obtain this permit, you must pass the vision, road sign recognition and written tests at a Missouri State Highway Patrol driver examination station. When going to the license office, a qualified person must go with you to sign a permission statement.

Second Step: Intermediate License

After getting your Instruction Permit, the next step in the Missouri Graduated Driver License Law is to obtain an Intermediate License. The eligible age for an Intermediate License is between 16 and 18 years old and it is valid for two years. To obtain this license, you must:

No, you cannot get your driver's license in Missouri for the first time without taking the road test. You should be prepared to take all four parts of the driver exam (vision, road sign recognition, written and road test) if:

  • You are applying for a new Missouri driver license (Note: If you have a driver license from another state that is valid or has been expired for less than 184 days, and you are applying for the same type of license in Missouri, you only have to take the vision and road sign tests)
  • Your Missouri driver license is expired for more than 6 months (184 days)
  • The Director of Revenue asks you to take the exam, even if you have a current driver license.
  • Your license was revoked because you have too many points on your driving record or because of an Administrative Alcohol action.
